On December 14, 2023, the Bacolod City Anti-Drug Abuse Council (CADAC), in collaboration with the Department of the Interior and Local Government (DILG), Bacolod LGU, City Health Office (CHO), Department of Social Welfare and Development (DSWD), Philippine Drug Enforcement Agency (PDEA), and the Bacolod City Police Office (BCPO), conducted a mass culmination and turn-over ceremony for the 515 Community-Based Drug Rehabilitation Program (CBDRP) graduates. The ceremony celebrated the successful completion of the drug rehabilitation program, held at the Bacolod City College Activity Center.

The event was graced by CHO City Director Dr. Carmela P. Gensoli, CBDRP Medical Coordinator Dr. Alma Ruiz, DSSD OIC Dept. Head Alma D. Gustilo, DOH Region VI Senior Health Program Officer Elvin Tianero, BCPO CCADU PLTCOL. Bonifacio T. Ancajas Jr., PDEA Regional Director VI DIR. II Melvin S. Estoque, CADAC Program Coordinator PBGEN. Primitivo T. Tabujara Jr., and CADAC Secretariat Lordielyn Joy S. Pereyra.

Graduates identified and congratulated during the ceremony were deemed eligible for the turn-over to the aftercare program. The duration of the aftercare program will be determined based on the assessment of the social worker. The program offers numerous opportunities to the Recovering Persons Who Used Drugs (RPWUDs), including education, livelihood, and skills training. Upon successful completion of the aftercare program, the RPWUDs will be reintegrated back into society.

Through these life-changing initiatives, individuals who were once overcome by the recreational use of illegal substances will be presented with a new chance at a drug-free life, enabling them to serve their societal and economic functions efficiently.
