Councilor Celia Matea R. Flor has served as a member of the City Council of Bacolod City for four (4) terms, from July 1995 -June 1998; July 1998 – June 2001; July 2001 – June 2004 and Re-Elected from July 2007- June 2010. Her point of departure has always been being the voice of women and other basic sectors. In her first term, she organized the Multi Sectoral Advisory Council (MSAC), composed of grassroots leaders of various local sectors as the women, urban poor, fisherfolks, farmers, vendors, labor and the elderly which served as a consultative assembly from which emanated sector concerns and issues put forth by her office to the city council
She serves as Executive Director of DAWN Foundation, from its founding in 1990 to present. As E.D., she steered DAWN’s programs on advocacy, education and training, capacity building, networking, research and empowerment the past twenty years. Practicing non-hierarchical leadership, together with her staff, set directions on pioneering programs such as women in politics and transformative governance; influencing gender mainstreaming in local government units particularly in the province of Negros Occidental and the City of Bacolod; and of late, gender responsive budgeting and Community Based Monitoring System.
A true advocate, Councilor Flor was the Sectoral Representative to the Women Sectoral Council of the National Anti-Poverty Commission until 2017. On top of that, she is also the Chairperson of Women’s Action Network for Development – A National Network of Women and Sectoral Development Organizations and the Interim Chairperson of Pilipina, a national Feminist organization of women leaders in the forefront of the Philippine women’s movement.
