The City Ordinance No. 1061, also known as the ‘Bacolod Film Festival Ordinance,’ was unanimously passed during the 85th regular session of the Sangguniang Panlungsod ng Bacolod City on February 14, 2024, at the Bacolod City Government Center. Hon. Albee Benitez granted full approval on February 21, 2024.
The main author of this ordinance is Councilor Em L. Ang, Committee Chairperson on History, Culture, and Arts. It was co-authored by Councilors Cindy T. Rojas and Celia Matea Flor. The primary purpose, as stated in its rationale, is to further develop the film production scene in Bacolod City by creating a venue for Bacolod/Negros-produced films in major cinemas in the city. CO No. 1061 is anchored on Section 16 of RA 7160, known as the Local Government Code of 1991, which mandates Local Government Units to exercise their powers for the preservation and enrichment of culture in their respective jurisdictions.
The ordinance comprises 21 sections, covering matters such as the Bacolod Film Festival Council, its functions and responsibilities, the Festival Director, their required qualifications, functions, and responsibilities, the festival’s theme, selection process, awards night, and the source of funding, among others.
With 14 council members expressing affirmation and support for this ordinance and no objections, C.O. No. 1061 was declared PASSED by Vice Mayor El Cid Familiaran, the presiding officer.
