BACOLOD CITY—On March 12, 2025, the city government, in partnership with IPM Construction and Development Corporation, officially broke ground on the Recovery and Recycling Complex & Ecopark – Phase I in Barangay Felisa. This initiative, supported by Barangay Felisa and Bacolod City, aims to enhance waste management and promote environmental sustainability.

Mayor Alfredo Abelardo “Albee” Benitez led the ceremony, highlighting the project’s significance in advancing the city’s environmental goals. “Our vision for a cleaner, greener, and more sustainable Bacolod is finally coming to life,” he stated. “Today, we take the first step toward making it a reality with the groundbreaking of the Recovery and Recycling Center and Ecopark.”

The project encompasses the construction of a mechanized Central Materials Recovery Facility (MRF) designed to process various recyclable materials, including plastics, biodegradables, glass, paper, and metal. Spanning a 33.13-hectare site adjacent to the city’s sanitary landfill, the facility aims to address Bacolod’s growing waste management challenges through innovative and sustainable solutions.

Components of the Phase 1 project include:

• Construction and site development of the MRF

• Installation of essential facilities and equipment

• Implementation of electrical and lighting systems

The MRF will feature:

• A conveyor belt sorting line

• Integrated waste solutions

• Baling of recyclables

• Tree trimming and yard waste recycling

• Windrow composting

Once completed, this facility is expected to serve as a model for sustainable waste management and environmental responsibility in the region, setting a new standard for efficient waste processing and circular economy initiatives.

The groundbreaking ceremony signifies Bacolod City’s commitment to environmental protection, social responsibility, and economic prosperity through enhanced waste management practices.
