𝗝𝘂𝗹𝘆 𝟭𝟮, 𝟮𝟬𝟮𝟯 – The Sangguniang Panlungsod of Bacolod City passed an ordinance during its 54th regular session yesterday, solidifying the establishment of the Bacolod City ᴅᴇᴘᴀʀᴛᴍᴇɴᴛ ᴏꜰ ʟᴏᴄᴀʟ ᴅᴇᴠᴇʟᴏᴘᴍᴇɴᴛ ᴀɴᴅ ɪɴᴠᴇꜱᴛᴍᴇɴᴛ ᴘʀᴏᴍᴏᴛɪᴏɴ (ᴅʟᴇᴅɪᴘ).
Proposed by the Committee on Appropriations and Finance, Councilor Jude Thaddeus Sayson, the ordinance outlines the department’s functions, composition, and other pertinent details.
The newly created Bacolod City ᴅᴇᴘᴀʀᴛᴍᴇɴᴛ ᴏꜰ ʟᴏᴄᴀʟ ᴅᴇᴠᴇʟᴏᴘᴍᴇɴᴛ ᴀɴᴅ ɪɴᴠᴇꜱᴛᴍᴇɴᴛ ᴘʀᴏᴍᴏᴛɪᴏɴ will be referred to as “ᴅʟᴇᴅɪᴘ” for brevity, a department within the Local Government Unit (LGU that will play a crucial role in the facilitation, preparation, coordination, and execution of local economic development and investment promotion policies, programs, projects, and activities.
One of the primary responsibilities of ᴅʟᴇᴅɪᴘ is to oversee all aspects related to LGU investment facilitation and promotion activities; this includes spearheading local enterprise development initiatives, establishing support mechanisms to foster the growth of Micro, Small, and Medium Enterprises (MSMEs), providing avenues for business retention and expansion, and implementing strategies to attract investments and generate employment opportunities.
To ensure the smooth functioning of ᴅʟᴇᴅɪᴘ, the ordinance also authorizes the creation of 27 new positions within the department; these positions will be instrumental in carrying out the department’s mandate and supporting its various divisions.
In addition to the staffing requirements, the ordinance specified the creation of specialized divisions under ᴅʟᴇᴅɪᴘ–The Economic Enterprise Division will be responsible for formulating plans and overseeing the development and implementation of proposals for new economic enterprises, the Business Development Division will supervise Trade and Industry functions, while the Investment Services Division will evaluate applications for registration and incentives.
The establishment of the Bacolod City Department of Local Development and Investment Promotion marks a significant milestone in the city’s efforts to enhance its economic landscape and attract investments, with a dedicated department focused on promoting local development and facilitating investments, Bacolod City aims to foster a conducive environment for businesses to thrive, ultimately contributing to economic growth, job creation, and a better quality of life for its residents.
