
The Bacolod City Government has officially entered into a Public-Private Partnership (PPP) with High Data Infra Inc. through the signing of a Build-Transfer-Maintain Agreement, a milestone initiative set to drive progress and innovation in the city.
“From day one, this administration has been committed to transforming Bacolod into a super city by integrating modern technology into our daily transactions. After two and a half years, we are now at a landmark contract signing that will usher Bacolod into a new era. This is a moment we can all take pride in—Bacolod is moving forward in its commitment,” Mayor Albee Benitez remarked during his message.
The agreement was formally signed by Mayor Benitez and High Data Infra Inc. representative Danny Fernandez, with Councilor Al Espino and Atty. Jennifer Ong Coeli serving as witnesses.
This ₱2.1 billion, 10-year project, funded through the General Fund, will be implemented in phases. The first phase will focus on E-Governance, as it is the most feasible for immediate execution. Subsequent phases will include the establishment of a Command Center Infrastructure and the deployment of Intelligent Street Lamp Poles equipped with dynamic cameras for traffic monitoring, people monitoring, flood monitoring, and HuliCam portable cameras.
The benefits of Intelligent Street Lamp Poles to the city include enhanced traffic management, increased safety and security, better energy efficiency, improved public communication, environmental monitoring, and future-ready infrastructure.
This strategic collaboration highlights Bacolod’s commitment to becoming a more connected, efficient, and future-ready city, leveraging private sector expertise to enhance public services.
The signing event was attended by City Councilors Thaddy Sayson, Jason Villarosa, Celia Flor, Kalaw Puentevella, Danna Barzo, Al Espino, Vladimir Gonzalez, Simple Distrito, Ising Salanga, and Pao Sy; Deputy Executive Director ASEC Eleazar Recote; Public-Private Partnership Center representative Mary Anne Evangelista; DILG Bacolod Director Christian Nagaynay; and other department heads.
This partnership marks another major step in modernizing Bacolod’s infrastructure, setting the stage for sustainable urban development and enhanced public service delivery.
