Under the administration of Mayor Albee Benitez, the Bacolod City Council established the Department of Local Economic Development and Investment Promotions (DLEDIP) through City Ordinance 1043.
As part of this initiative, the DLEDIP launched two key government service hubs: the Government Services Express (GSE) at SM City Bacolod and the Bacolod Express Service Office (BESO) at Ayala Malls Capitol Central.
These one-stop shops provide a variety of essential services, including tax payments, business permit processing, senior citizen and PWD ID issuance, and other government services.

As of November 2024, the GSE at SM City Bacolod and BESO at Ayala Malls has served almost 100,000 individuals.
In his report on Bacolod’s roadmap to becoming a “super city,” Mayor Albee Benitez highlighted that Bacolod is the only local government unit (LGU) in the country offering services on weekends and holidays, making it a pioneer in accessible public service.
This initiative underscores the city’s commitment to making government services more accessible and convenient for its residents.
