The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has committed to completing the redevelopment of the Bacolod City Government Center and Heritage Plaza by September or October this year. Engr. Amelita S. Caganda, Manager of TIEZA’s Construction Management Department, said that the major components of the infrastructure projects at the Bacolod City Public Plaza and Bacolod City Government Center have already been installed and that construction is progressing smoothly.

“Checking of the design lang po ng structural but nevertheless, smoothly ongoing naman po yung project. Actually, our target date is either September or October for the completion,” Caganda said.

Caganda, together with five other members of TIEZA’s technical team, met with Secretary to the Mayor Atty. Jose Marty Go, City Engineer Engr. Lobel Rafael Ceballos, and Officer-in-Charge of the Office of the Building Official Engr. Amy Tentia Friday to provide an update on the projects.

The meeting followed earlier remarks by Bacolod City Mayor Greg G. Gasataya expressing concern over the prolonged completion of the developments.

Providing a status report on the projects, Caganda said the installation of lighting fixtures at the Heritage Plaza has already been completed and that electrical wiring works are currently underway.

“For the plaza, we already installed the lighting fixtures and we are now in the process of completing the electrical wiring.

Meron na rin po kaming mga na-install na panel boards sa control room, and ongoing po yung installation ng mga fountain heads,” she said.

For the Bacolod City Government Center Redevelopment, Caganda reported that work on the pool area is ongoing, although minor structural adjustments have been identified and are currently being addressed. “For the NGC naman, ongoing po yung ating work for the pool area.

So far, meron lang kaming konting nakitang changes on the structural side,” she added. Meanwhile, Ceballos noted several electrical requirements that still need to be addressed by TIEZA to ensure that the facilities will be fully operational upon completion.

The redevelopment of the Bacolod City Government Center and Heritage Plaza is a P300-million tourism infrastructure project funded by TIEZA.

The first phase of the redevelopment officially commenced in July 2025 and aims to transform two of Bacolod City’s most prominent public spaces through upgraded facilities, enhanced landscaping, modern lighting systems, water features, and other infrastructure improvements.
