The City Government of Bacolod, in partnership with the Regional Civil Security Unit– Negros Island Region (RCSU-NIR) under the Civil Security Group, will hold a three-day License to Own and Possess Firearms (LTOPF) and Firearms Registration Caravan from May 20 to 22, 2026, at the Bacolod City Government Center Lobby.

The caravan, scheduled from 8:00 a.m. to 5:00 p.m., aims to make firearm licensing and registration services more accessible and convenient for Bacolod residents and neighboring communities while promoting responsible gun ownership.

Available services during the caravan include new applications and renewal of LTOPF, firearm registration and renewal, neuro-psychiatric examination, drug testing, National Police Clearance, Gun Safety Seminar, and notarial services required for firearm licensing and registration.

RCSU Assistant Chief Freddie Cayot encouraged firearm owners and applicants to take advantage of the on-site services to ensure compliance with firearm regulations in a faster and more convenient manner. “We are appealing to Bacolodnons and residents from nearby cities to avail of the LTOPF caravan on May 20 to 22,” Cayot said.

Police Staff Sergeant Johnny Giducos also appealed to Bacolodnons and residents from nearby cities to participate in the caravan. Applicants are advised to bring complete documentary requirements to facilitate smoother and faster processing of transactions, which will be accommodated on a first-come, first-served basis.

Payments may be made through Landbank.

For PNP personnel applying for a new LTOPF, requirements include a notarized application form, affidavit of undertaking, birth certificate or passport, proof of billing, and proof of income such as duty status. PNP applicants are exempt from the Gun Safety Seminar, neuro-psychiatric examination, and drug testing, provided they present a valid PNP ID. Meanwhile, PNP personnel applying for renewal only need to submit an application form and a National Police Clearance. Civilian applicants for new LTOPF applications must submit an application form, affidavit of undertaking, birth certificate or passport, proof of billing, Gun Safety Seminar certificate, National Police Clearance, neuro-psychiatric examination results, and drug test results.

Residents near SM City Bacolod and Mansilingan may also visit the RCSU office for account verification, particularly those who may have forgotten their passwords.
