Mayor Bing Creates Task Force to Solve City's Housing Woes

     Mayor Evelio R. Leonardia, through Executive Order No. 03, Series of 2005, ordered the creation of a Multi-Sectoral Task Force that will identify possible areas of partnership with the Couples for Christ's Gawad Kalinga (GK) Programs for the establishment of GK Communities in depressed areas and relocation sites of the city.
     The Multi-Sectoral Task Force will be composed of the following: The City Mayor (or his authorized representative) as Chairman, Councilor Jude Thaddeus Sayson (Chair, SP Committee on Urban Poor Housing Resettlement) Vice Chairman, the heads of Bacolod Housing Authority and City Planning Development Office as members. Also members are: the City Legal Officer, Neil Saril (Presidential Commission for the Urban Poor), representative of the Couples for Christ Gawad Kalinga, representative of the Office of the Congressman Lone District of Bacolod and Sp members as appointed by the Mayor.
     The Task Force shall undertake the following functions: formulation of policies and guidelines for possible partnership with the Couples for Christ (CFC) Gawad Kalinga for the establishment of GK Communities in depressed areas and relocation sites of the city; plan and secure the necessary budget, technical and human resources support for the effective implementation of mass housing projects; formulates strategies and incentives to encourage financial institutions to provide financial assistance to ensure the success of the programs; ensure the speedy implementation of the mass housing projects; coordinate with persons, institutions, line agencies of the national government and private sector who might be interested to help and perform all such other functions as may be related to mass housing projects.
     The City Mayor also directed all concerned government agencies and offices in the city to extend all support and cooperation to the Task Force.
     R.A. 7160, also known as the Local Government Code of 1991, provides that it is the responsibility of local government units to deliver basic services and facilities, that includes among others, the planning and implementation of programs and projects for low-cost housing and other mass dwellings for the constituents.
