Mayor Evelio R.
Leonardia today ordered the formation of a task force to effect the
immediate and complete rehabilitation and re-beautification of the Bacolod
Public Plaza. To lead the task force, Leonardia appointed City Executive
Assistant Cris Monte. In a meeting with officials and staff of the City Engineer's Office (CEO), the General Services Office (GSO), the Department of Public Service (DPS) and law enforcement agencies, Mayor Leonardia discussed the present condition of the plaza and the repairs needed to rehabilitate it. Among the concerns aired were the non-functioning lights, fountains, and sound systems for piped-in music, water system, drainage and sanitation, the return of some vendors, relocation of the chess player's area, the run-down state of the plant boxes, presence of vagrants and 'rugby-boys' at nighttime, landscape maintenance, and garbage disposal. The offices of the General Services, City Engineers and Public Services have agreed to join forces to ensure the daily disposal of garbage and plant debris. The CEO was also tasked to prepare the technical plans for the repair and rehabilitation of the public comfort rooms. There was a proposal to restore the bandstand to its original form and put up the stage only when needed for public occasions or events. The Bacolod City Police Office (BCPO) and the Bacolod Traffic Authority Office (BTAO) will handle safety and order in the premises. This jurisdiction also includes keeping the plaza free from immoral elements such as drug users and peddlers, vagrants and prostitutes. Present at the meeting were City Executive Assistants Cris Monte, Butch Soliguen, Alex Coloso, Cris Palo, Romeo Escalona; CEO staff Elma Advincula, Josephus Cerna, Benhur Delatiña, Prudencio Peronio; GSO staff Jasmin Gallo, Melvin Recabar, Dan Villalobos; DPS staff Alan Perez, Allan Cepeda, Fernando Bayotas, BCPO Police Chief Insp. Calixto Mabugat of Precinct 1, BTAO head Col. Edmundo Sanicas, and City Legal Officer Atty. Allan Zamora. With the prospect of the influx of local and foreign visitors to Bacolod City in view of the yearly PANAAD and other festivals and the coming SEAGames has become an imperative objective, said the Mayor.
