One
of the “Rebuilding” missions of the Leonardia Administration is to
“clean” the Bacolod Public Plaza physically and morally.
The Bacolod Public Plaza used to have an unsavory
reputation. Pickpockets, rugby boys and girls, and alleged commercial sex
workers, together with their pimps, used the place for soliciting and
transacting illegal businesses. Vendors proliferated in almost every
corner and bench of the town square. With the help of the Public Order and
Safety Office (POSO), Chief Inspector Calixto Mabugat, Commander of Police
Precinct 1, conducted an operation to “clean” the Public Plaza.
In less than a month of serious campaign,
consisting of 24-hour watch daily, about 98.5% of the alleged commercial
sex workers and pimps, along with the rugby boys and girls, were
eliminated from the Public Plaza. During this period, more than 50 alleged
prostitutes were caught and detained at the BAC-UP 1 lock-up cell; some of
them were later released on bail. Vendors were also warned not to sell
their wares at the Plaza.
Chief Inspector Mabugat said the campaign must be
a continuing one “if we are to restore the Bacolod Public Plaza to its
glory.” He added that there is a big change in the Plaza today compared
to the Plaza prior to the campaign. People can now take strolls at the
plaza during nighttime without fear of being held up or, in the case of
