The Sangguniang Panlungsod of Bacolod came up with an ordinance No. 378,
entitled "Child Youth and Family Welfare and Development Code of
Bacolod City," which is an ordinance institutionalizing a comprehensive
child, youth, and family welfare development program and support system in
the city of Bacolod, providing funds therefore, and for other purposes.
This ordinance will be under the supervision of
Honorable Mayor Evelio R. Leonardia, Chairman for Implementation, who with
the help of the concerned implementing city departments will ensure the
establishment, operation, and sustainability.
It is the vision of the city to be a Child
Friendly City with healthy, well educated and protected children, who are
free from all forms of violence in a community which molds them into
God-centered, goal and value-oriented, participative prime movers of
society. Also the city recognizes the role of the family in the upbringing
and development of children in nation building and believes that those who
have less in life shall have more in laws, programs and concern.
As the hope of the future, the city believes that
we should recognize the child's vital role in society. Therefore, the city
shall effectively promote, fully enhance and institutionalize their
survival, protection, development and participation rights within the
framework of advancing their general welfare in the furtherance of their
integrated, sustainable and equitable development. In addition, it
recognizes that the rights of children to survive and develop shall be
considered in the context of their family as the fundamental duty-holders,
caregivers and protectors and it shall therefore render appropriate
assistance to their families, especially the parents and legal guardians
in the performance of their child-rearing responsibilities and shall
ensure the establishments and sustainability programs, facilities and
services for the proper care and development of children and the
empowerment of their families.
The ordinance stands that the family being the
foundation of the nation is a basic social institution which the city of
Bacolod shall cherish and protect. Consequently, family relations are
governed by law, and no custom, practice or agreement destructive of the
family shall therefore be recognized or given effect.
Under its provision the government shall
establish, implement, operationalize and sustain a comprehensive program
for child survival and development in coordination with the City Council
for Protection of Children, Local Health Board, City Nutrition Council,
Local School Board, and in cooperation, other concerned government
agencies, non-government organizations, the Barangays, and the community.
Comprehensive programs are also made for child
protection, participation, for the youth, family, disabled person, city
