CADAC Proposes Budget of 3.941M for 2005 |

The City Anti-Drug
Abuse Council (CADAC), has a proposed budget of P3,941,000.00 for 2005 to
cover preventive education, information and training, treatment and
rehabilitation, control, Regulation and Intelligence Operation,
Administrative Expenses for Maintenance and other operating expenses. The proposed budget would be operational as soon as the source of fund is pinpointed. The Annual Investment Plan just passed by the Sangguniang Panlungsod is one of the sources eyed for this budget. CADAC which is chaired by Mayor Evelio Leonardia, met at the Bacolod City Police Office April 13, 2005, to discuss among others, the assessment and monitoring of the functionality of the Local Council for the Protection of Children (LCPC) and the Barangay Council for the Protection of Children (BCPC) in a highly urbanized city. Concern has been aired by the body about the need for professionals to take care of the Balay Pasilungan. Balay Pasilungan is the temporary home for the rehabilitation of sexually-abused children and women prostitute headed by Police Chief Inspector Carmencita Saliba. Problem has been encountered with the frequent change of house-parents and some reported abuse committed against their wards. Adequate funding is needed to property train the prospective house-parents and also for the renovation of the Pasilungan in order to segregate the boys from the girls-wards. The body also voices-out their views on making the Balay Pasilungan into a processing center and less of a detention center. Funding is likewise needed to the after-care service of the drug-abuser/patient undergoing rehabilitation. CADAC reported that the anti-drug advocacy in schools have been finished and that they are now ready for the advocacy on the barangay level. (CMO-PIO) |
