The Bacolod City Government‘s Solid Waste Management Committee started
yesterday the monitoring and evaluation as to the implementation and
compliance of the city‘s ”no segregation, no collection” policy in
relation to the Republic Act 9003 or the Ecological Solid Waste
Management Act of 2001.
This evaluation is based on the findings made by the
Global Legal Against Climate Change (GLAC) in their Environment
Compliance Audit which was initially conducted in four barangays in
Bacolod namely: Brgy. Tangub; Brgy. 10; Brgy. 3; and Vista Alegre.
The findings were made based on four areas: provision
of RA 9003 on No Segregation, No Collection Policy; provision on open
burning; open dumping; and operation of Material Recovery Facility (MRF).
Committee member Gilda Lluisma said that things that
can be done to correct whatever findings the GLAC had made. ”They were
given six to eight months to comply with the provision which the GLAC
has noted”, Lluisma added.
Lluisma also said that Solid Waste Management Committee
also decided to conduct consultation, monitoring and evaluation in all
barangays with regards on the implementation of this provision. ”Factors
that contribute to non compliance will be addressed, and that the
committee can plan and make solutions to the issues and concerns”, she
